Unfunded State Mandates

What do you think of unfunded state mandates?

For example: The Georgia General Assembly will transfer millions of dollars of school costs from the state to local taxpayers this year. The two largest unfunded mandates are a 4-percent pay raise for teachers and a law requiring schools to reduce minimum class size.
